Create Ceph Redunancy/CRUSH rules.

Create a Ceph Redunancy/Controlled Replication Under Scalable Hashing (CRUSH) Rule that can be later associated with a Ceph pool. Ceph CRUSH rules determine data placement for the associated pool. CRUSH algorithms determine how to store and retrieve data by computing data storage locations.
