Create a Write Ahead Log (WAL) device.

A Ceph Journal or Write-Ahead Log (WAL) device will map Object Storage Daemon (OSD) partitions to a logical partition on an SSD drive. Journals are flash based storage used to accelerate the write performance of OSDs.
